Condosure 2.
the extradition of a Chinese.
After reading this judgment in
the local newspaper, I was doubtful whether it covered
proceedings before the Police Magistrate and was to be
understood as denying to the chinese Goverment any locus
standi in extradition proceedings in that Court as well
as in the Supreme Court. I therefore asked the Attorney-
-General to ascertain from Sir F. Piggott what the scope
of his judgment was. In reply to Mr. Ress-Davies' enquiry
Sir 3. Piggott wrote the letter of the 28th. of September
of which copy is enclosed, and in which he says that he
meant his remarks to apply to all proceedings after
